Utilisation certificates in Form GFR 12-A, straight from your books
Incubate360 generates the utilisation certificate (UC) for each grant in Form GFR 12-A from the reconciled, approved figures in your ledger, and checks it against the ledger again before it can be approved.

What goes into each utilisation certificate
- A UC for each grant and financial year, generated from that grant’s own ledger and tied to its instalment claim where there is one.
- The GFR 12-A layout: the grant, the opening position, the seven columns from unspent balance to closing balance, the split by component, the closing position, and the certificate and signatures.
- Head-wise expenditure, the register of capital assets and the supporting annexures, with the UDIN checked.
- Draft, in review, approved by a director, then locked and final. A change after that is a new version, and every version is kept.
- A PDF with your centre’s name, logo and colours, and an Excel copy.
- PFMS upload, reference and acceptance tracked on each UC, with the next instalment held until the UC is accepted.
- Every UC, report and instalment claim on one due calendar, each with an owner who is reminded and then escalated.
A certificate you can defend
A generated UC takes its figures from reconciled, approved entries, so each number traces back to the vouchers behind it. When an auditor asks where a figure came from, the answer is in the ledger.
Questions people ask
What is Form GFR 12-A?
It is the utilisation certificate format in India’s General Financial Rules, 2017. Ministries and departments that give grants-in-aid use it to see how the grant was spent.
Where do the figures on the UC come from?
From the reconciled, approved entries in that grant’s ledger, when you generate the UC. It is checked against the ledger again before it can be approved.
Which formats can we download?
A PDF with your centre’s name, logo and colours, and an Excel file.
